As I know it you must attend a 4 year accreted BAchelor of Science program to gain your degree in your field of study ( mechanical, structural, electrical etc. ) then each state has a Professional Engineering Board . To obtain a professional engineering qualification or a PE as it is called in the industry, you must meet the requirements of the board, (usually hours in the field, pass an exam etc). When that is obtained you can approve or “stamp” drawings in your field of expertise.

In my industry I have to have a PE stamp crane ground loading calculations as well as complex crane hoisting plans. The PE has to be current in the state you are operating in.
