When you read the accusations, you have to pay attention to specifics. Even though Schiff's memo states that the FBI never paid Steele for the "information", his memo does not state that the FBI never paid any of his expenses, which even CNN reported that they did.

Awan brothers would have only had access to info at the capitol and only of those for the DEMs using them for IT. No hack needed.
