Yes everyone knew Russia would tell syrians. But i think what you dont understand look at the position of this air base. They made sure this base cant be used destroying fuel depot and weapons storage and destroyed i think it was 26 planes. Most important part was destroying bunkers. This means now if they get the base up and running even rebels with morters can shut it down.
