alright,

I want to change the taskbar and start menu button to a different image on Windows XP sp2.

Does anyone know where I can find the file that contains those images?

are you talking about the little picture that come up after you click start, if you are just click the picture and it will open a file with more pictures, you can also add more pic's from there

No, I want to change the look of the taskbar, wanna change the start button and the silver bar to one of my own graphics.

I don't know about changing the image or the taskbar unless you get windowsblinds or something, but there might be something useful here:
