Because that is socialism and a bill doing such would never pass a republican congress. Is it the right thing to do? Absolutely.
I don't think you will find many republicans who would try to stop legislation that would provide homes for homeless American veterans. Any you do find should be voted out as soon as possible.

2005 data estimated that 194,254 homeless people out of 744,313 on any given night were veterans.
In all of 2006 495,400 veterans were homeless at some point during the year.

I'd bet that all you'd have to do was tell a Republican that such a program was Socialist and they'd drop that issue so quick it'd make your ears ring. Even better if Obama was trying to push for such a program.
