Ah but the laws are clear. If the school does anything to try to keep order, it has to be done in a non physical way, that means no punishment what so ever, beyond in school suspension or expulsion from the school. So if a school is unable to do anything, what is a school to do?

Bizzarro!

Do you think preschools do what you're saying, hands off the kid. No timeout for kids, not distractions, no restraints, because they are a danger to themselves or others, and just little kids. Preschools do not punish either by the way. Timeouts and distractions and restraints, ie a worker holding a child usually how its done, is NOT meant to punish! However, the kids wouldn't be alive or the group managed otherwise and preschools most definitely do these things and have them in the policies. I know, all my boys attended.

And schools, engage the same thing. Basically they do the same thing with young children.

Anything else, does not work, as the behavior described is typical for that age group and even happens in slightly older children.

Any law that violates the real God/Universe/Nature given, development of a child is null and void at conception and anyone working with children, would ignore the hell out of it and it would have already been toppled in court.

Again, there is a difference between restraint when needed, timeouts, discipline and the idea of punishment.
