This is not true. The original Patriot Act that Bush signed did not enough NSA power and they were limited in scope. The Patriot Act II signed by Obama in his first year in office was supercharged and gave NSA sweeping powers.
This is what happened and Obama is really to blame, even though it was written by Democratic Senators.
That's the real story.
