I'm pretty sure "extraterrestrial vehicle" in this case simply means any vehicle capable of leaving earth's gravity/atmosphere... of course I could be wrong but "extraterrestrial vehicle" doesn't have to mean a vehicle of extraterrestrial origin.

The US military refer to vehicle capable of leaving Earth's gravity/atmosphere, as TAVs "Transatmosphere Vehicles", not as "extraterrestrial vehicles".
