MOSCOW (Reuters) – Russia's military said on Friday it had intensified efforts to develop new ballistic missiles in response to U.S. plans to deploy an anti-missile system in Europe and Russia's navy test fired a new generation rocket.
The decision by the United States to deploy interceptor missiles in Poland and a radar system in the Czech Republic has angered Moscow, which says Russia's national security will be compromised by the U.S. anti-missile system.
The spread of violence in army barracks is part of a much larger tale of the Russian military's decay. In late 1994, Pavel Grachev, then the defense minister, described the Russian army as the most neglected military force in the world. Conditions have deteriorated since.
Our Army has fallen into decay. Here for example is what Airborne CINC Georgiy Shpak says about the equipment of our troops: "Outmoded BMD-1 and BTR-D vehicles, adopted into the armament in 1969 and 1974 respectively, make up the bulk of the inventory. Up to 80 percent of them have been operated for 15 years or more. A total of 95 percent of the BMD-1s and BTR-Ds have undergone one if not two major overhauls. The number of vehicles of the latest generation, the BMD-3, is less 7 percent. If we do not take urgent steps, at the present rate of armored equipment restoration and repair, in ten years the Airborne Troops will be left with no vehicles at all."

Stan, you have got it all wrong, the Russians never gave up anything but America and the West did. whilst we have been disarming they have been building up their military whilst ours is gettting weaker.

No one is arguing that the Soviets neglected their armed forces but that was a long time ago and they have been modernising every arm of their forces. since then and if you want the info go and look for it just like I have to.
The war also revealed that even the Russian Army's elite formations were fielding 1980s vintage equipment, and did not have night vision goggles or Global Positioning System (GPS) devices like some of their Georgian opponents. The lack of unmanned aerial vehicles also led to a Russian Air Force Tupolev bomber getting shot down on a routine reconaissance mission over Georgia, with the loss of the entire crew. Russian army commanders, like the Georgian President Mikheil Saakashvili, were reduced to issuing battlefield orders over easily intercepted cellphone lines due to a shortage of secure radios.
