The Kármán line is a boundary 62 miles (100 kilometers) above mean sea level that borders Earth's atmosphere and the beginning of space. However, defining exactly where space begins can be rather tricky and depends on who you ask. This is because Earth's atmosphere doesn't end abruptly but instead gets thinner and thinner at higher altitudes, which means there's no definitive upper boundary.
International law states that "outer space shall be free for exploration and use by all" according to NOAA. But due to a variety of definitions of where space actually begins and no definitive law that confirms the true boundary. The "where space begins" door has been left wide open, inviting a host of different interpretations.
For NASA and the U.S. military, for example, space starts at an altitude of 50 miles (around 80 kilometers), according to NOAA. However to the international community, including the Fédération Aéronautique Internationale (FAI), space starts a little higher, at 62 miles (100 km), at the Kármán line.
Starfish Prime was a high-altitude nuclear test conducted by the United States, a joint effort of the Atomic Energy Commission (AEC) and the Defense Atomic Support Agency. It was launched from Johnston Atoll on July 9, 1962, and, was the largest nuclear test conducted in outer space and one of five conducted by the US in space.
The Starfish test was one of five high-altitude tests grouped together as Operation Fishbowl within the larger Operation Dominic, a series of tests in 1962 begun in response to the Soviet announcement on August 30, 1961, that they would end a three-year moratorium on testing. In 1958, the United States had completed six high-altitude nuclear tests that produced many unexpected results and raised many new questions.
On July 9, 1962, at 09:00:09 Coordinated Universal Time (11:00:09 pm on July 8, 1962, Honolulu time), the Starfish Prime test was detonated at an altitude of 250 miles (400 km). The coordinates of the detonation were 16°28′N 169°38′W. The actual weapon yield came very close to the design yield, which various sources have set at different values in the range of 1.4 to 1.45 Mt (5.9 to 6.1 PJ). The nuclear warhead detonated 13 minutes 41 seconds after liftoff of the Thor missile from Johnston Atoll.
Starfish Prime caused an electromagnetic pulse (EMP) that was far larger than expected, so much larger that it drove much of the instrumentation off scale, causing great difficulty in getting accurate measurements. The Starfish Prime electromagnetic pulse also made those effects known to the public by causing electrical damage in Hawaii, about 900 miles (1,450 km) away from the detonation point, knocking out about 300 streetlights, setting off numerous burglar alarms, and damaging a telephone company microwave link. The EMP damage to the microwave link shut down telephone calls from Kauai to the other Hawaiian islands.
Perhaps, lifeforms were unknowingly created.

where has this ever been pointed too? if a race can travel through space from a galaxy far far away, i don't think they would be too impressed by our weaponry.

He claimed this is the reason why "every single nuclear bomb squadron, processing facility, ICMB site etc and so on here, UK, France, Soviet Union, Russia, have had some sort of UFO surveillance."
Dr Greer thinks the aliens have been watching us since the creation of atomic bombs because they're concerned about "us destroying the planet" but are also worried about the "risk they pose" to their own civilisations. "There's a certain amount of interest in protecting life on Earth but there's also enlightened self-interest," he said.

The only way any nuclear explosion was noticed by ET would be if they were already here watching . Think about what goes own on other planets in the universe we are just a molecule compared to the power unleashed by billions of other items and events out there , Pretty arrogant to state they noticed use by our tiny bombs and caught the 1st bus to Earth .
