There are blimp drones that also use helium, so it's just one possibility in a bucket of many possibilities of what the object could be.

How did the object in the video behave like a balloon?

It was stationary with no visible tether.

Show me a video of a non-tethered ballon that stays stationary for over a minute please.

When the car stops near it we can see the object moving left and slightly down.

And yes, an untethered balloon can stay in the same place if there is no wind and if its density is the same as that of the air around it, hot air balloons do it all the time.
