Hello ATS!

A bill has been submitted to the Russian State Duma imposing fines of up to 10 million rubles (more than $150,000) for promoting non-traditional relationships in Russia. According to the current legislation, fines are provided only for the promotion of non-traditional sexual relations among minors. The draft law proposes to recognize this article as invalid and introduce new administrative responsibility for LGBT propaganda in general.

For clarification, the concept of "propaganda" implies active public actions to form attitudes and (or) stereotypes of behavior in the minds or an activity "aimed at inducing or encouraging persons to whom it is addressed to commit any actions or to refrain from committing them".

the norm proposed by the bill does not provide for interference in the sphere of “individual autonomy, including sexual self-determination of the individual” and does not aim to “prohibit or officially condemn non-traditional sexual relations”, and also does not prevent “impartial public discussion of issues of the legal status of sexual minorities”.

In addition, the authors of the initiative note that the project does not prevent the representatives of sexual minorities from using all methods not prohibited by law to express their position on these issues and protect their rights and legitimate interests.

"The specified norm establishes the provisions that only the deliberate commission by a person of relevant public actions directly aimed at disseminating information that popularizes or imposes non-traditional sexual relations can be recognized as illegal and administratively punishable," the accompanying materials say.

It is proposed to introduce a fine for citizens in the amount of 40 thousand to 50 thousand rubles, for officials - from 100 thousand to 500 thousand rubles, for legal entities - from 1 million to 5 million rubles, or an administrative suspension of activities for up to 90 days.

If these actions are committed using the mass media or information and telecommunication networks, and if these actions do not contain a criminally punishable act, they entail the imposition of an administrative fine on citizens in the amount of 100 thousand to 500 thousand rubles, for officials - from 500 thousand to 1 million rubles, for legal entities - up to 10 million rubles or an administrative suspension of activities for up to 90 days.

It also assumes responsibility for foreign citizens, including a fine and administrative arrest for up to 15 days, followed by expulsion.

This is literally a law that criminalizes a gay person from living their life openly. That's pretty much the definition of persecution. Can you point to any similar laws in any country that makes it illegal for you to openly hate gay people?

Chairman of the State Duma Vyacheslav Volodin sent the bill for study to the relevant Committee of the State Duma and preparing it for consideration by the Duma Council.

"Family, motherhood and childhood in their traditional, ancestral understanding represent those values that ensure a continuous change of generations, are a condition for the preservation and development of the multinational people of the Russian Federation, and therefore need special protection from the state," the explanatory note to the document says.

Now responsibility is provided only for the promotion of non-traditional sexual relations among minors.

Except it's more than that. When the law that's currently in place was passed, the first conviction came because someone was holding a sign that said "Freedom to the Gays and Lesbians of Russia. Down With Fascists and Homophobes."

Other notable instances of convictions include a newspaper that included the quote, "effective proof that homosexuality is normal," when they ran a story on a former teacher that had been targeted by Right-Wing extremists for his sexuality and a woman that runs an online support group for homosexual teens. Let's not also forget about when an iPhone shaped memorial to Steve Jobs was removed because Tim Cook said he was proud to be gay.

So yes, this new law would effectively criminalize being gay in public.

How about we just let people live regardless of sexual orientation.

Sad that there are still people in 2022 who think gay and lesbian people are immediatly pedo's.

I do not understand that thought process , how do you think you are better or have more rights then the people discussed.

How are they guilty and you not guilty before proven otherwise ?

Once again, this is a law that pretty much criminalizes gay people from being themselves in public. The literal definition of persecution. Where are similar laws in any country that criminalizes publically hating gay people?

LOL, right. Just their behavior, like holding hands or kissing in public. Because, in so doing these couples may encourage some other closeted individual or secret love affair to come out of the closet.

The current law that's been in place since 2013 is about promoting homosexuality to minors. The new law prevents promoting homosexuality to anyone. As i pointed out in a previous post, under the current law people are being convicted for things that any sane person did not consider homosexual propaganda.

So you want us to believe that by expanding a law that has a history of persecuting homosexuality it's going to suddenly stop persecuting homosexuality?
