This is literally a law that criminalizes a gay person from living their life openly. That's pretty much the definition of persecution. Can you point to any similar laws in any country that makes it illegal for you to openly hate gay people?

Less than 200 years ago public standards said it was okay to beat your slave in the middle of the street. Standards change with the times. There's nothing wrong with two people of the same sex kissing in public or holding hands. Just like there's nothing wrong about hosting a support group for gay teens or writing a sympathetic article about a gay man.
Under Russia's law, all of these things are criminalized.
