Considering the barriers don't protect much of anything above the ground elevation I don't think that's the case. Also, I believe all the windows in secure parts of the building are ballistic glass at the minimum.

1. Title companies will be monitored by the IRS
2. A peoples tax will be implemented . Don't believe me... This country has a peoples tax, so there, its coming to the USA. Also a foreigner can not leave this country without paying it. ( I won't go into the fine print here, too long to explain )
3. Property taxes will be the real force why no one in the will own their property, ( not that we really do already ). Can't sell, don't pay the property tax, state takes over. ( again IRS involved )
