This 'vaccination' [or Charagma - the mark] agenda wouldn't have been initialized if it did not have the complete support of every member of the UN security council (read nations will most armaments and largest well-trained armies with sufficiently modern tech), thus keeping all lesser powers for the most part in line. This includes normally neutral China, the epicenter of this whole viral deception, which indicates that its participation required an intensive initiation process. Works for fraternities, as much as on the global stage.
