Neither of those phrases or words appear in the report as stated except to say they did not investigate collusion and they could not exonerated him of obstruction which the report does say.

Mueller knows Barr/Durham/IG are going to net huge political wins in the coming months. He’s not stupid. He’s going to stay well within the four corners of his report. One toe outside that line and both Dems/Repub are going balls deep on Mueller. That’s the last thing he wants.

Prepare for a lot of “in the report I....”. If he even testifies.

The report has been online for weeks. Redacted yes but certainly there to be read by anyone who cared to.
I myself linked to it several times.

From what I heard on the matter Mueller is a straight forward witness and does not play games when testifying.

He is no longer bound by DOJ policies and is a private citizen.
