It only means Mueller plays this close to the vest. He hasn't charged trump with a crime. He's investigating it there was a crime. One thing at a time.
Witnesses who have been questioned by Mueller report he has asked several people about this time frame and this deal.

What this really means is they didn't get Trump in their last desperate dragnet so they are trying again with new material. How desperate are they ?

Donald Trump has never exactly been a "private citizen." He has always been a publicity hound and mooted the idea of running for president during interviews going back to the 1980s. The Kremlin had him on its radar for a long time. It is very possible that some of these meetings were an attempt by Russia to encourage Trump to run with their help. His presidency may be the result of these meetings.

In this case I believe private citizen means not in public office. As you know Trump being POTUS is his first foray into public office of any kind.
