There is no way of avoiding the loss of innocent lives in war.
There are two options - don't fight the war, or do - and live with the consequences.
Which is better depends on the longterm danger.
In WW2 I have seen estimates that 500,000 innocent civilians died from strategic bombing alone in Germany and Japan. Pretty horrifying numbers, but
who would want the alternative outcome to WW2?
War is ugly - stories such as this one that pull on the emotional heartstrings, succeed in doing just that, but rarely offer up solutions.
