It is refreshing to see an official statement of such rationale following a tragedy like this.
In the West, it seems we are told all too soon exactly what happened and who did it. We see agendas being met through deliberately and immediately drawn conclusions.

The Telegraph is reporting at least 10 dead and two explosions , second explosion at another station on the blue branch of the St. Petersburg Metro.
Russia's anti-terrorism committee has confirmed that 10 people have died in the explosion in the Russian city of St Petersburg.

Two people were believed to be behind the deadly attack in the subway in St. Petersburg, Russia, planting a total of two bombs, one of which exploded, state media reported Monday as police and anti-terror investigators raced to find the killers.
Russian media, The Associated Press and other news agencies sent out a photo of a bearded man dressed in black, initially claiming he was wanted in connection with the blast. Interfax later reported that the man went to police to claim he was innocent.
