That video has been around since at least 2015, when the Mirror claimed it was footage from the Tianjin explosion, dated 13 August 2015.

There is a clear and present risk of imminent nuclear meltdown at a few German NPPs and NPPs in Belgium and The Netherlands due to severe obsolescence of the reactors ...
Additionally due to obscolescence of some US NPPs, which should have been replaced long ago with modern Nuclear Reactors, the danger of a nuclear meltdown is still present in the US as well.
