Notice the wording. The stated they have no plans on acquiring 72 new fighters. They could however plan on acquiring 71 or 73 and technically they wouldn't be lying.
I see it as maybe a carrot in front of LM and Boeing to get then to ease off they bomber protest.

It's not quite fair to be so political here, but Iraq 2003-2011 busted the budget and attention.
