There is a great motivation to attribute racism to any interaction between law enforcement and anyone who is not obviously white.
So, if there really are no physically recognizable attributes with which to discern 'Mexican' from 'Caucasian', how can there be any racist intent? (At least with respect to motor vehicle stops)

It's amazing how Arpaio continues to avoid any real punishment. Even when he gets busted the only thing that happens is the MCSO gets fined. Which all that means is the people have to pay for it.
