That is false. In fact, it is more desirable to perform experiments when solar activity is low in order to more accurately determine the effects of the experiments. I made a thread regarding a way to determine when the heater was in use. There was only very minor solar and geomagnetic activity at the time of the experiments I noted.
They only turned it on during solar flares
It was never intended to be used to communicate with submarines though is was used to investigate the possibilities of using ionospheric heating as a means of doing so. HAARP is not located at an Air Force base.
That might happen in war, so haarp was one option to generate signals (depending on conditions) over the horizon. It was operated at an air force base for them and the Navy.
Which "Haarp stations?"
Most of the Haarp stations are coincidental to large bodies of water for that reason as well.
