Don't let anyone fool you! You can be a trash man and be a saint. You can mop floors, wash windows, be a maid, a policeman/police woman and be a saint. You can be doing 20 to life and be a saint. Anyone who answers the call of God can be saved through the Lord Jesus Christ and become a saint. A saint is one who is holy and to become holy, one must have the holy one, Jesus Christ come to reside in him or her by receiving the gift of the holy sprit.
Can Gandhi be a Saint? No? Martin Luther King Jr? No?
One requirement is clear, you have to be a Catholic.
The canonization process is simply a way to note someone as being an example, and requires one or two miracles to be associated with whoever is being canonized (in JP II's case, a French nun was cured of Parkinson's Disease after her order prayed for John Paul to intercede for her.)

Why isn't one particular individual? I have no idea.
Consider the words of St. John Chrysostom and St. Ambrose:
