It doesn't matter if he was military trained or not, he is still the Commander in Chief. The ultimate responsibility lies with him. The military gives him options, he chooses which of those options he likes, or none of them and tells them to bring him more options. You're giving the military too much credit. They do what they do on the direction of the President.

Obama isn't a military expert, if he was -- he wouldn't need all of the military advisers he has. If I don't know jack about something, and experts are brought in -- you bet I'm going to listen to them. They also probably tell him whatever the defense contractors like Raytheon want (a lot of those advisers go on to civilian consulting jobs later with those same companies).
