Yeah, it would've. Just not as much, or as openly.
I was raised in Vancouver, and wasn't a troublemaker, but there was a couple of times I was in the wrong place at the wrong time. Vancouver cops have always been well known for abuse.

They dont stop with guys either, I've known a couple of women beat up bad, one was for having an epileptic seizure in downtown Van. They were very violent with her, because they couldn't tell that she was having a real medical problem
Another was a model, real pretty girl, who they pulled in and roughed up bad, knocked her front teeth out, because she couldn't give info on someone she knew....
Those incidents were both over 20 years ago.
