I think the 2004 Tsunamis was the turning point which opened everyones eyes to the capabilities of those hellbent on fullfilling their lust for power and wealth.

Couldn't the US already do this? They have the technology to make earthquakes. So why can't they use earthquakes for tsunamis?

You could use a bomb to trigger an earthquake, but it would be far less oubtrusive to use a subsea installation to pump water down into and along the the fault plane. The increased pore fluid pressure along the fault would allow the fault to become active at lower pressures.
