NO...You CANNOT donate via credit card with a Name or address that does not match the card.
NO CREDIT CARD COMPANY WOULD PROCESS THE TRANSACTION

Banks DO NOT process anyones transaction without verifying name and billing address.
What he is accusing the Obama campaign of is IMPOSSIBLE...which is why he didn't go as far to say he checked with his CC card company and confirmed the payment was made.

Address Verification Service (AVS): With AVS, the billing address provided by the buyer during checkout is validated against the billing address on file at the customer's card issuing bank or credit card association. The AVS response is added to the authorization response and appears in the Order review page.
Merchants can set Risk Tools to flag or accept orders based on the AVS response returned by the issuing bank and First Data. AVS allows merchants to reduce the risk associated with online or phone (card not present) transactions.
The Obama campaign was able to take these donations because it had turned off the standard Address Verification System that screens credit-card charges for matching names and addresses.
The campaign failed to disclose 1,312 contributions totaling $1,972,266 that were transferred from a fund used to raise money with the Democratic National Committee.
Earlier today a friend of mine on Facebook posted a link to this blog post - Obama Campaign Not Using Verification System – which then references a blog post on Powerline, a well known website for supporters of the US Republican party, titled DUBIOUS DONATIONS ILLUSTRATED (ILLEGAL CONTRIBUTOR EDITION).

Trying the same experiment over on the Romney website likely would not work, because the address verification system would determine that there is no “Illegal Contributor” living at the State Penitentiary associated with the credit card.
