The Obama administration bypassed congressional approval. Yes they have 1.5 bill in aid- *but only if they are showing CERTIFIED progress(which they
have not)*. The Obama administration went AROUND CONGRESS and gave the FULL AMOUNT. State department is saying they are "still notifying members of
They even handed over THE FULL AMOUNT of aid without certified approval.
I swear to freakin God- this type of crap makes my blood boil.
