The same won't be true the second time around. Just check the demographics of industry, ports and natural resources.
Detroit can lob garbage bombs at us. Good luck getting all those rusty ol' steel mills going again.

Let's approach this from a different angle...
I take it you're employed, as a raise in income tax wouldn't affect you so emotionally were you unemployed.
Let's say you're on your way to work one day when some idiot runs a red light and creams your car. This idiot is required by state law to have car insurance, but he/she uses some fly-by-night minimum coverage company.
You make a claim with your insurance company, a world-renowned brand that has higher rates, but outstanding relationships with repair shops/hospitals/etc.
Your company covers a rental car for you, pays for the repair or replacement to your vehicle, and when it comes time to settle with the idiot's insurance company, yours can also compensate you for lost wages as well as a total refund of your deductible.
Pretty sweet deal for a monthly or bi-annual fee. Now, imagine if the state DIDN'T require auto insurance.
Even if you WERE covered, you'd never have another party to sue for your deductible back, or lost wages, or heaven forbid medical expenses. Plus, if your company were to repair or replace your car in this situation, your premium would skyrocket, as would everyone else's.
