On Nov. 18, President Obama signed an Appropriations bill that solidified NASA's budget for fiscal year 2012. The space agency will get $17.8 billion -- that's $648 million less than last year's funding and $924 million below what the President had asked for. But it's still better than the $16.8 billion proposed earlier this year by the House of Representatives.

Yes we stay below the trapped particles in low orbit I assume.
Outside the Van Allen belts has all the high speed particles that are not trapped.

There must be active work on shielding high speed particles as the 50 times
the speed of light disturbances quoted by Tesla may have been ether disturbances
and not particles but his equipment is not forthcoming.

Yes the Moon Mission went through the Van Allen Belts.
I think the hoaxers are concerned with outside the belts from what I heard.

I consider like they do perhaps that Tesla was our first space scientist or one
the gave us a clue if not how he arrived at determining the Earth's atmosphere
provided three feet of lead shielding. Stacked up against high speed particles
that make 500 ions per cubic centimeter in the normal air there will be some
doubt from outside the ring of astronauts or NASA determinations.

Perhaps we will see with a private Moon venture.
