i heard you have to dial 1-800-HAARP......

when you dial up haarp....you have to reverse the phone, so put the earpiece to your mouth and the mouth peice to your ear.

but if your in the southern hemisphere, wearing a foil hat should suffice.

the key words to remember when talking to the haarp controller is "bluebeam me up. scotty"

then you can get on the air......only passing on what worked for me
