I had a really old boss once that used an ink fountain pen, and he used to use talcum powder as an ink blotter. He'd tip the excess back into a jar, but I'm sure there was always residual... it may be as simple as that.

Cheers

"A suspicious white powder"

So? I'm waiting, what is it? You telling me a cop can find the difference between substances on the spot and our federal government is not able to find out what a suspicious white powder is? Or they would rather keep their flour they delivered to themselves unidentified in order to terrorize the general public with stories of anthrax.

If it is anthrax then say so, if not then say so, otherwise its not really news of anything. Apologies if it has already been determined, it obviously hasn't been widely publicized if it was.

It's always "what is believed to be" or "suspicious generic white powder" with a nice fat slice of plausible deniability attached to it. Until they start being more honest and open, I'm going to go ahead and assume it's their doing.

I almost forgot about the 'lockbox'.

Thanks for the memory!
