An unfinished pentagram means a pact or agreement that is not yet finished. That is why the pentagram made with DC street layouts is unfinished. Distorted a little? Even better.

Those arrow shaped vectors are also found in most aerospace/Military/NASA patches. There is good research out there about the meaning of that too (and it's not an innocent meaning.)

So, an unfinished pentagram symbolizing a pact and the phrase "we'll never forget who we work for" certainly suggest a proverbial or literal pact with the devil. Whether or not it is, well, only it's creators know for sure.
