ARCS and ORCS are combined records classification and scheduling systems that facilitate the efficient and systematic organization, retrieval, storage, and destruction or permanent retention of the government's records. ARCS is the government standard for administrative records. ORCS are specific to operational records.

It's a way of making a boring topic a bit more interesting.

Just above the first reference to "extraterrestrials" in the relevant document (a user guide for a Records Classification System) is the following (in large bold letters) :

Sample Primary to Illustrate ARCS

The relevant document expressly states "The following is a sample primary ... The pages following the sample primary explain the elements, as listed below".

In other words, the document examples how the "ARC" (i.e. "Administrative Records Classification System") works.

It's (intentionally) quite a funny document, considering the topic of record classification systems is not exactly a thrill a minute.

When you look at the doc as a whole a few thing do not add up for me what give it away as a poss hoax was the ET section was in a different letter font to the rest of the publication amongst others things check the other thread for more details.
