You need to define what you mean by "whistle blower" first. If you mean people who are coming forward and revealing gross incompetence, quite a number of them Sibel Edmonds for example said her boss was specifically ordering her to do less work so he could use it as an excuse to request a larger budget. There was another former Egyptian army officer (forgot his name) who testified FBI agents were planning to give the 1993 WTC bombers a fake bomb so they could catch them in the act, but their nitwit supervisor cancelled the operation. There are certainly others.

If you mean "whistle blowers" as in people who can name names, provide time tables, and point fingers at the specific people who were involved in an "inside job" conspiracy, not even one. Mostly, because you're only imagining it as actually a conspiracy to begin with so you're imagining there would even be any whistle blowers.

Sibel Edmonds had a lot more to say than " her boss was specifically ordering her to do less work".She has named names and told how OBL was a US agent up to 9/11.

If you're going to be quoting those damned fool conspiracy web sites I would appreciate it if you would quote them correctly. Sibel Edmonds said no such thing. On the Mike Malloy show, Sibel Edmonds said the US was involved in some scheme to stir up a proxy war in China. To pull it off, the US went to Turkey, who went to Pakistan, who went to the Taliban, who went to Bin Laden. The "up until 9/11" part says right there that whatever convoluted partnership there was, it was one sided. OBL was most definitely an independent player throughout all this.

That said, I can definitely believe Edmonds. If some nitwit back during the Reagan administration got the bright idea they could trust Iran to help us get our hostages released by selling them weapons, I can certainly believe sime nitwit under the Bush administration got the bright idea to stir up trouble in China by using some convoluted chain of partners and intermediaries.
