I think the most descriptive term would be "Overseers."
In the antebellum South, the overseers were slaves tasked with keeping the other slaves in line. They thought they were better than the field slaves,
almost on par with the slave owners, but at the end of the day, they were still as much slaves as the field hands.
I don't believe the "elite" are really the ones running the show. If they don't play their assigned role, they are eliminated, just like the rest
of us.
