What they need to do is what every company, corporation and family does. Move to a zero based budget. Its quite simple.
Every budget is assumed to be $0 beginning at the next fiscal year which is September 2012. All leaders of the executive branch must justify every
dollar in their budget. Every budget dollar needs to be tied to a service with service level, attached to things such as mandatory spending which is
legitimately keep the lights on activities and all of it needs to be put before congress for approval and each line item laid before the public along
with the justification for reapproval. It needs to be extremely granular. Massive companies like IBM, Walmart and GE do zero based budgeting. The
Department of Education is nowhere near as complex as GE. They can do it and should be required to do it. If they can't get competent folks with
business experience into those departments who can. Lets see the government publically explain why we are subsidizing mohair production in this
country and the rest of the foolishness.
The discretionary budget, including the military would be cut in half within a year.
Each state should be required to do exactly the same thing less they receive no federal funds for anything.
States should be forced into regional joint ventures to provide services that are essentially common such as call centers, fullfillment, technology
infrastructure, consolidating physical infrastructure and contracts, reducing labor costs and locating those JV centers to the lowest cost place
within the span of the JV, say a JV supporting the Southwest, Nevada, Arizona and New Mexico. Obviously the next step would be to consolidate the
JVs into larger regional entities over time.
Items pertaining to national security would be made as public as possible. For example a written justification for each of the 702 (at least)
military installations we currently maintain. Every truck, soldier, boat, PC to be justified, everyone of them. What happens to our security of
those dollars are not approved.
The overlap within the intelligence community further needs to be exploited for efficiency and cost reduction. If the NSA, DOD, CIA, Dept of State,
FBI and the military don't trust one another and can't effectively manage intelligence gathering and analysis, then get new folks into those agencys
who can. Enough of the internal competetion for resources.
The entire thing and all of it needs to be blown up and put back together.
Two constitutional amendments need to then be adopted. One to institute a ballanced budget and the second to undergo a zero based budgeting exercise
once every 5 years.
