Exactly. The only difference now is that the majority of Congress will not be held responsible for nothing getting done so the republicans and democrats will still be able to fight only now they will hold the SuperCongress responsible for not giving something they can vote on.

Eventually the Supercongress will produce a bill that's already agreed to by both sides or they will simply disband the Supercongress after the election but it's basically a way for Congress to avoid reprisal for not being able to come to an agreement on anything.

The democrats and republicans are probably hoping they pick up enough of a majority in the next election to get what each side wants done since currently they are at a standstill and their approval is dropping drastically putting all their jobs in jeopardy.
