If it doesn't pass than they will just see what it will take to pass it and adjust their recommendation. Same exact way they pass bills today.
Also if something doesn't pass and the trigger is activated it does not mean anything will get cut. Congress has put triggers on themselves before and either ignored them when they happened or changed the rules so the effect wasn't significant.
So I wouldn't worry.
