I certainly don't think Fukishima is done and over with. We seem to have a tendency to boil up over an issue, then completely forget about it the next week or month if it doesn't effect us. I'm surprised your friends feel this way. Are they just complacent or do they actually think there is no longer a threat?
Remember, it was TEPCO's own scientists who warned TEPCO that they weren't prepared for a large tsunami. The disaster was preventable had management chosed to act on what the scientists said.

what really got me was when asked about relocating, the reply was they could at their own RISK. what risk?
Even if he said "risk", my interpretation of that was "expense". I imagine the property values of contaminated areas have declined significantly, so you might not get anywhere near the pre-disaster value for selling property in a contaminated area.
