Philly Police Harass, Threaten to Shoot Man Legally Carrying Gun

I think the only way that any of this is going to change, is to make coppers be held personally responsible. No more sueing the department, which comes out of tax payers pockets, and wrecks our budgets even more. Start making the individual pay for his own actions, then maybe they will show some responsibility.
