Just so you're up to speed on the VLF, HF and VHF-UHF business. VLF is generally a Ground Wave. HF is the stuff of the F layer. At frequencies above 30 MHz the ability of the F layer to return a reliable signal drops off.

Signals from the FM radio band, for instance, go through the ionosphere .. and travel into space.. That's why Satellites don't use HF frequencies for communication. So HAARP is concerned with HF frequencies and the ionosphere - where those frequencies are active.
