The forum icon titles are always the same as the forum ID number. 999 is the title of the lock icon on the locked forums. Could be a random number SO typed when he saved the file. Either way, it's a possible clue.

well I do remember recently many calls
for a geo-engineering forum (chemtrails)
and it sure fits the first section with the
phrase (above our heads some see).
So I'm sticking with that guess.
