I used to work for a big corporate entity in a technical position. They made clear to me that any first calling and/or reporting of anything is to be made to them first. Here is where these two went wrong. Big shots don't like being left out of the loop. They insist upon being deferred to in all issues. They are strictly top down authoritarian non democratic and inflexible in this.

That's just the way they are. I suppose they are always afraid of being held accountable or responsible for something or other. This would explain why any large "power structures" always are so secretive.

Two minutes is a REALLY long time before dialing 911. It does not take anywhere near that long to open a backpack, see wires, and call police.

it does if they had to change underwear or smoke a cigarette or finish a cannabis cigarette. If that was the case they were quick.
