Well, I guess I can't post elsewhere without 20 posts.. Okay. If anyone reads this, does it mean 20 new threads, or 20 replies, quotes, etc. ?

20 replies, so if you just reply or you quote within a reply it acts as a post/ Once you have 20 posts, you can then author your own thread.

You can reply on any thread you want, you just can't start your OWN thread (other than here) until you have made a minimum of 20 posts.
