Legislation to outlaw gardens?

I put this under political madness, because that is what it seems to me.
I looked up a thread on the search button and could not find what I was
interested in. I know in the past, there was a thread that was about
prohibiting or outlawing the growing of private gardens for food. I think that
some idiot politician had actually presented a bill to outlaw private gardens
or something to that effect. I know I read it here on ATS. Can anyone lead
me in the right direction. I couldn't find it at all but I know it is in the archives.

Sorry to bug anyone, but can someone help me here?

...i vaguely remember reading that... wasnt it a pro genetically altered seed thing, probably sponsered by monsanto?... sorry, thats not much help...
