Notice the words in perpetuity, and unending. I never heard of a papal bull nullifying this. A nice movie to watch about how nice (sarcasm) the Fascists were in Spain, is Pan's Labyrinth by Guillermo del Toro. The monarchy was kicked out, more or less, at least that was the affect, that the king left the country, in favor of a constitutional republic where the head of state was democratically elected. On the other side were the entrenched military bureaucracy allied with monarchists and fascists who decided to do a coup against the republic. So we have the Nazi regime helping the Fascists, along with corporate America which lent material support in the way of trucks and fuel and tires.
