I agree with you; my working hypothesis is that the situation is beyond human control at this point.

But humans can still control how they respond to the situation in terms of systemic changes, bold moves, etc. The president has command authority, if he would only choose to use it.

Consider Kennedy's response to the Cuban missile crisis. He delivered the following speech on live TV, and it was the first time the public or anyone in the government outside of perhaps a dozen or so people had any idea of the situation. Moreover, this speech completely rattled and discombobulated the Soviets, who had no idea the US knew it was moving nuclear weapons into Cuba. With this speech, the president didn't merely tell people vaguely what he planned to do in sweeping terms: he used the SPEECH ITESELF to actually shape effective poilicy and make a real geostrategic change. THAT is leadership.

I wouldn´t say "worthless" but he surely as lacked the strength he demonstrated before being elected.

Probably the market crash he faced right at the beginning of his mandate gave him a dose of reality he wasn´t prepared to assimilate...

I still believe he will strengthen his views and demonstrate his ideals. I think the man has ideals. Lets see how he deals with this problem in the gulf when the hurricane season starts.

That's pretty much the standard motus operandi for communists/statists - especially after a century of miserable failure has proven their initial arguably noble-minded theory to be inconsistent with reality. Ever since the early days of the Soviet Union, communism has been about stealing the wealth of those who earned it in order to enrich the party elites. They could hardly care less about providing equal goods or services for the people.

NEW ORLEANS - The top government official overseeing offshore drilling retired suddenly yesterday in a sign that the Obama administration was determined to fulfill the president's pledge to end the Mineral Management Service's "cozy relationship" with oil companies.

Chris Oynes was appointed associate director of the Offshore Energy and Minerals Management Program* by President Bush in 2007, after 13 years of overseeing the oil drilling permit process in the Gulf of Mexico.

"I hope Chris Oynes' decision to retire signals an understanding that a changing of the guard is necessary to cure MMS of the many ills it endured during the previous administration," said Rep. Nick J. Rahall, D-W.Va., the chairman of the House of Representatives Natural Resources Committee. "Today's announcement is one of several steps that will be necessary to fundamentally reform MMS, and it represents an opportunity to begin anew with a clean slate."

The President had already called a halt to further deepwater drilling permits until the oil disaster in the Gulf can be investigated and until there can be assurances against further disasters.

A culture of laxity, corruption, and working hand in hand with oil companies and the "cozy relationship" referred to by the President is apparently long established tradition at MSS.

A report from the Interior Department's own inspector general released in Sept., 2008 painted the picture of a Bush administration that had been literally in bed with the oil companies for years with revelations that MMS officials engaged in sex, drugs and partying with oil and gas company representatives. The MMS issues offshore drilling leases and handles billions of dollars in oil royalties.

The investigators, who began their probe early in President Bush's second term, found that MMS operatives were rigging contracts, working as private oil consultants and having sex with, using drugs with and accepting golf and ski trips, dinners and other gifts from oil and gas company executives.

The report notes that oil industry executives referred to female MMS staff participating in the frequent industry-regulator get-togethers as "the MMS chicks."

Adding insult to injury, the MMS failed to send a witness to a Senate hearing yesterday on the government and industry response to the massive oil spill which began when an explosion on an oil rig claimed 11 workers' lives.

Obama announced this weekend that his administration is reviewing how MMS implements the National Environmental Policy Act and endangered species laws. A few days earlier his administration said it is dividing MMS, which both regulates offshore drilling and collects billions of dollars in royalties. The plan is to create an entirely new offshore environmental and safety agency that will be responsible for inspection, investigation and enforcement operations.

The labor movement here is clear about where it believes the responsibility for poor federal oversight lies. Labor leaders are connecting the dots between deregulation during the Bush administration and the oil spill today.

"George W. Bush vetoed a law that would have required a mandatory cut-off valve precisely for this type of crisis," said Robert "Tiger" Hammond, president of the Greater New Orleans AFL-CIO.

David Magee, vice president of International Longshoremen's Association (ILA) Local 3000 here, said lax regulators during the Bush administration did the bidding of oil companies, allowing the tragedy to happen. "BP was trying to save money, as a result 11 lives were lost and our state, city and region are going to suffer."

New Orleans labor leaders reject attempts by the right-wing media, including Fox News, to implicate the Obama administration in lax federal regulation.

Tiger, who also serves as the executive secretary for the Southwest Louisiana Building Construction Trades Council, pointed to the administration's plan to break up MMS and said he has seen "a huge change in the federal government's approach to regulating big corporations since President Obama took office."

Citing the overhaul of MMS and the administration's move to guarantee that contractors pay prevailing wages at federal and other job sites, Magee said, "The Obama administration has been part of our post-Katrina success. Obama is on the side of the community, the workers, the fishermen. BP, on the other hand, allowed this tragedy to happen."

Lawsuit seeks damages under organized crime laws

Oil firm BP "manipulated" the Bush administration into softening regulation of oil drilling, leading to the environmental disaster unfolding in the Gulf of Mexico, a lawsuit filed in a Florida courtroom alleges.

The suit, which describes the Gulf spill as "an ecological Armageddon that could literally destroy the marine and coastal environment and way of life for generation of Americans," was filed on behalf of a Pensacola Beach property developer who says he and countless other property owners along the Gulf coast will lose large sums of money as the spill devalues their properties, reports the Pensacola News-Journal.

Lawyer Mike Papantonio, an occasional TV pundit who is leading the lawsuit, makes no bones about the fact his client sees the Bush administration as being primarily responsible for the spill.

"The only way that happened was because there was a concerted effort to take all of the teeth out of regulations," he said, as quoted at the News-Journal.

In an unusual twist, the civil suit is being pressed under the US's RICO Act, a federal law passed in 1970 designed to deal with organized crime. In effect, the lawsuit alleges that BP and the Bush administration acted as a crime syndicate.

The suit refers to "a 2000 retreat for government officials hosted by former Vice President Dick Cheney with the goal of drafting a national energy policy," reports the News-Journal. As Raw Story reported in April, Anne Womack Kolton, a former press secretary for Cheney who once defended the secretive energy policy meetings, has been hired by BP for its public relations effort on the oil spill.

Some legal experts doubt the RICO tactic will work.

"It's quite unusual to say that the [criminal] enterprise is created between private industry and the government," Stetson University law professor Michael Allen told the News-Journal. "I'm not sure RICO sweeps that broadly and I am not sure what legally this action will bring to the table considering all of the other actions out there."

Allen was evidently referring to the fact there are now nearly 200 lawsuits pending against BP over the oil spill, the US's largest environmental disaster to date.

An inspector-general's report earlier this year indicated that the federal agency charged with overseeing oil reserves, the Minerals Management Service, largely failed to live up to the most minimal expectations of it. The report showed the MMS to have allowed oil companies to fill in their own inspection reports, and at least one MMS inspector had admitted to a methamphetamine addiction that caused him to be high while carrying out inspections.

The report also found that, from 2005 to 2007, MMS inspectors accepted numerous gifts, including meals and tickets to sporting events, from at least one oil company.

The money was not "taken". BP was under zero legal obligation to pay. Also - BP is paying BACK the money that THEY took from the residents of the Gulf.

And who do I have to blame? Myself. I admit, I voted for Obama. Why? I was hoping for something better than Bush. I was tired of Republican policies getting us into war after war. I wanted us out of Afghanistan and Iraq. I admit (now, ashamedly) that I voted for him because I was sick of the wars, and sick of the incompetence. But what do we get? MORE incompetence. WORSE than Bush, if that is possible.

Yes, Bush waited 5 days before he sent people in to New Orleans after Katrina. But what the hell is Obama doing? Not only is he doing nothing, but 15 countries have come to our aid, offering to help us, and he says "No, thanks....we've got it under control." We DO??? WHERE?? Where do we have this leak under control??

Obama seems like he WANTS this leak to ruin the Gulf. I can think of no other other rational explanation for his actions.

Obama is not only being incompetent about BP, either. Look at what's happening in my state...

Your notions of the Responsibility of the Office of Executive Chief are severely misinformed. That you can get so many stars is testament to just how many people crave a totalitarian leader in this country.

In addition, as has been discussed on this forum as well as continuing to be confirmed in the press, this 'leak' is not necessarily fix-able.

People need to shed their embedded beliefs that "Government" has all the answers and solutions. This inevitably leads to Totalitarianism.

No, this is about some company men thinking that they know what is better than what the mud engineer, and other engineers think should be done to drill safely.

Did you miss the part where from the beginning it was shown that the company man, that is the person that works directly for the oil company and 50% of them don't give a crap about safety even when they have daily safety briefings which they make to the dot, yet they don't follow?

Obama is to blame because he is siding with BP, and he and BP don't want to allow the states to intervene.

Yes, the president is responsible, and those people who say Bush was the same, well bush waited 5 days, which is bad, but how long has been President Obama been waiting?...1 month and 2 days....

Anyway, any of you remember why there were 5 days that no help arrived to the Katrina victims?... Wasn't THE GOVERNOR of Louisiana saying no to the help which Bush was giving to send in National Guards from other states to help them?... At least he didn't try to take over, and instead asked if they would allow help to come in... But people forget that...

Alright here it goes, I shouldn't have to explain this to the ATS crowd, we all know presidents are puppets. For us to expect any kind of formal action through them is just completely ludicrous, yo are only kidding yourself's.

Don't believe me, fine just remember that the United States is a Corporation (United States Inc), and Obama is the current president . Just like any other president of any other company they are controlled by their CEO's which are completely behind the curtain to govern all foreign and domestic policies, don't believe me just take a look at how any company operates. So, with that in mind who do you think the so called president is going to take into consideration on any subject matter, the citizens of the country? or the organizations that helped them become president, and the organizations that funded for them to get into power by any means necessary. If you've worked for a big corporation you would know what I'm talking about.

Now that that's out the way, we cant rely on our current our any president to actually take matters into their own hands. It's not going to happen there are to many politics involved in every decision in every organization like, which form of action to take on a certain situation has to go through to many hands before some one decides, and that decision could fall into the hands of the nerdy kid back from high school who you unknowingly slept with his sister, or just liked blue, and you like green, see where I'm going. It happens all the time with many different cases we expect our representatives to act in a professional manner, sorry folk's it's just not going to happen they are human beings like you and me that can be manipulated by greed an power. Its not us that needs to ask for our current political system to change, but it us that need to demand a change in our current political system.
