As my OP indicates this has been known for several weeks and for some reason South Korea waited for several weeks to publicly confirm it. Meanwhile Kim Jon-Il traveled to China to probably discuss as for what strategy to apply as soon as this news would come out.

Threating with a full-scale war seems to be the strategy they have chosen. Unfortunately, if South Korea would decide to retaliate, North Korea would probably put the money where their mouth is and it is upto South Korea to decide whether it is willing to take that risk. On the other hand, if they let this go unpunished, it would be an open invitation for North Korea to push it further next time.
